Car Model: 9-3 Convertible 1999
The roof just stopped working without any dash warning message.
Have manually closed it except for final rear latch.
Any suggestions for troubleshooting.
I've checked fuses 21 and 23 are ok.
Not even getting any motor noise.

See if you are getting power to the motor, if not check to see if you are getting power at the relays and the fuse box.

Make sure that the inhibitors are working properly - i.e. is the handbrake warning light working. If the car thinks the handbrake is off, the hood won't work.

Don't remember that the handbrake had to be on. I think there was a speed sensor or something that prevented you operating the hood at above about 5 mph IIRC.
I could be wrong though.

check the fluid,i also dont think the handbrake needs to be on

Thank you so far. Now I realise that, because I have left my wife recently, I don't have access to my tools and multimeter. It may take a while to get these so there will be a delay before I can feed back the results of your kind advice.

I have taken the 8 bolt cover off the pump and lifted the assembly back. The oil level seems good, maybe just below the line. I now see two electric connectors one above the other. Top one has two heavy gauge wires so I might guess that has the power connection in it. I also see what looks like two relays on the top right that seem impossible to get to, unless you take the metal cover off the pump. Where do I need to test for power? Would the pump work even when the cover is unscrewed and hinged backwards? There is no sound from anything, not even a click, when I try roof switch. Also, all the windows have stopped working now. They have been functioning intermittently over a month but now nothing. Presumably, windows need to open before roof will operate?

the module that controls the soft top is behind the passenger rear door card,well if you had a door,its behind that panel,along with a couple of window relays.

I have managed to close the roof fully by operating the 5th bow latch motor as in this post:

Now the windows work again and when I operate the roof the latch opens but the hydraulics do not operate.
