 Post subject: Blanked wastegate??

Hello all
I recently bought my first Saab, a 1991 16v 900 Turbo, and shortly after getting home discovered someone had disconnected and blanked off the wastegate vacuum pipe! What could be the reason for someone doing this? I have learnt the sluggishness and stuttering I was experiencing was fuel cut to prevent over boosting and engine damage. When connected up it drives much better and doesn't smoke as you'd expect from a blown turbo. Engine runs rather hot as well, and compression on cylinders 2 and 3 is down 15-20% also. Could this be a blown head gasket?
Any advice most welcome!!

Significantly lower compression on cylinders 2 and 3 does point strongly towards the head-gasket blowing between those two cylinders. The overheating could well be a symptom of the same failure.
