My 99 is missing the 2 of bolt covers off the wheels, anyone have any idea where I could find some replacments?

Not sure what you mean, inca wheels use a nut with a closed end, not a bolt. The nuts originally had a plated finish with no cover.
The nuts may have subsequently have had plastic nut covers fitted. Plenty of generic nut covers available on ebay. You need 19mm AF type.
Unless of coarse you mean the plastic wheel centre caps?

As well as the closed Inca nuts, I've come across Inca nuts that were open at the end. I assumed they were supposed to have covers on them. Perhaps two different styles were used at different times but I haven't bothered to look them up in the parts books.

This type of nut? With shoulder (not taper).

Yes, those. I had a mixture of both on my 90 when it had the Incas fitted. I couldn't put together a full set of the closed ones.
I'm not mixing them up with the un-shouldered ones fitted to front-handbrake cars with steel wheels and other alloys (like those holding the Minilites onto the 90 at the moment).
I even have a set of locking wheel nuts for the Incas, although I'll probably not have a use for them now.

Okay fair enough, not seen them myself and not seen a Saab reference for them.
Possibly supplied with after market wheels or as a replacement.
