To be startled by the news that Phil Gormley the former Chief Constable for Scotland has been appointed as an Inspector of Constabulary?

Here is an officer who was allowed to resign after being suspended (at his own request but under pressure to do so) while under investigation for "Gross Misconduct". An investigation which was automatically dropped at his resignation. He is now being employed at a similar salary circa £200,000 per year. He is of course also entitled to continue to draw his large pension as he has completed over 30 years in the Police Service.

Can you imagine any other profession where this would be allowed after a Gross Misconduct charge against say a Teacher, Solicitor, or Doctor? At the very least the Gross Misconduct charge should be reopened and concluded before he is allowed to take up this appointment. If he is cleared then fair enough, if not, the job offer should be withdrawn.

I would be interested to know the views of the Home Secretary but I can hear him using the well worn phrase "this is an internal police matter..."

Edit. Reading more about the appointment I understand that the candidates for the post were interviewed by Mr Javid so he obviously was involved in selection. Wow!

That is the way that it seems to have always operated in the public services.

It wasn't a single allegation, there were 4 separate allegations of misconduct which if proven would amount to gross misconduct.

Try Dr Andrew Thomson accussed of fiddling appointments - hiding in his office etc when he was meant to be seeing patients, his own union the GMC believed he should be struck off or suspended to ensure public confidence in the medical profession was maintained.
The indepedent medical tribunal disagreed and gave him a slap on the wrist at the time saying "that any future employer would take this seriously"

Whats happened? He's now "Area medical director" for NHS Tayside not 2 years later!!!

Any "normal" career where you were caught shirking work, you'd have been fired and rightly so.

Yes perhaps my cynicism is kicking in here. I like to believe that people go into politics with good intentions, unfortunately many are ground down by the system, as brilliantly lampooned in Yes, Minister and Yes, Prime Minister. There are notable exceptions but we can discuss this no further, can we?
